One of the most important phenomena of the 21st century is the emergence of cyber space, which many abuses have led to the prediction of criminal measures in this field. But considering the many problems that exist in criminal measures, the policy of preventing the occurrence of these crimes is the most appropriate measure of criminal policy. . Governments have taken steps to develop international treaties to fight against cybercrimes. One of these international treaties is the Council of Europe's Cybercrime Treaty (Budapest Convention) in 2001, which was written as the first treaty in the field of cybercrime. The nature of the cyberspace is such that it has caused the manifestation of freedom of expression and the free flow of information, and also with the facilities it has provided to establish all kinds of secure communication, it has somehow taken a step in the direction of protecting the privacy of individuals. In the upcoming research, we will examine the prevention and fight against cybercrimes in the light of international consensus, emphasizing the Budapest Convention.
